Rental Periods and Principles
Daily Rentals:
The minimum rental period for vehicles is 24 hours (1 day).
Monthly Rentals:
For long-term monthly rentals, the minimum period is calculated as 30 days.
Note:
For weekend rentals, a minimum reservation of 3 days is required
Driving License and Age Restrictions
Economic and Standard Groups:
Minimum age 25 and a valid driving license for at least 2 years are required.
Upper Group and Minibuses:
Minimum age 28 and a valid driving license for at least 4 years are required.
Special Circumstances:
Guests aged 70 and over must inform our operations unit before booking.
Mileage Terms and Conditions
Standard Usage:
There is a 300 KM limit for daily car rentals.
Flexible KM Plans:
Mileage limits may vary depending on the chosen vehicle group and rental period (Monthly or Yearly).
KM Overage Fee:
Each 1 KM used above the set limit is charged at €0.20.
Vehicle Fuel and Safety Status
Fuel Management:
Vehicles must be returned with the same fuel level as when they were received.
Safety:
All our vehicles are equipped with a Vehicle Tracking System for safety and emergency management.
Traffic Fines and Legal Responsibility
All traffic fines incurred during the rental period (100% fault, speeding, illegal parking, red light violations, etc.) are the responsibility of the driver.
For our domestic guests:
A valid credit card has been registered for the purpose of tracking fines.
For our international guests:
Transactions are tracked using the declared passport number.
Bridge & HGS - Highway Toll Pass Information
With the HGS (Fast Pass System) in our vehicle, you can pass through all toll highways and bridges without waiting. Usage fees will be checked and collected through the system at the end of the rental period. Optionally, you can receive the HGS toll fee online through our reservation system.
Reservations and Confirmation
Early Bookings:
Mutually confirmed early bookings are not affected by price increases in the market.
Last Minute Requests:

Information on Credit Card and Deposit Policy
As Devrecar, our security policies implemented to facilitate your rental process and ensure the completion of all legal procedures are listed below:
For Domestic (Turkish Resident) Guests:
For guests residing in Turkey and renting domestically, presenting a valid credit card registered in their name or completing the specified security deposit is an operational requirement during the rental process.
For International Guests:
For guests residing abroad and traveling to Turkey, we offer a deposit-free and credit-free service for all reservations departing from Izmir city center.
Note: Deposit Applications Based on Regional Conditions (Airport Based)
For the purpose of tracking and offsetting HGS, highway and bridge toll fees; A security deposit of €200 is collected from our international guests at the following locations: Istanbul (IST), Sabiha Gökçen (SAW), Edremit (EDO), Trabzon (TZX) und Kayseri Airport (ASR)Refund Process:
This security deposit is refunded in full to our guests upon their return, after the vehicle is returned at the end of the rental period and traffic fines/toll checks are completed.

Early Vehicle Return and Refund Policy
Have your plans changed? Flexibility is our priority at Devrecar.
If you wish to return your vehicle before the contract end date due to changes in your travel plans, your refund will be processed according to the following rules:
1 - 3 Day Rental:
For short-term rentals, no refund is possible in case of early return.
4 Days and Over Rental:
The cost of the days used will be calculated and deducted from the total amount; additionally, the cost of 1 day's rental will be applied as an early return deduction, and the remaining amount will be refunded to you.
Procedures to Follow in Case of Accident or Damage
In the event of a possible accident or damage, the following steps must be fully implemented to ensure you can benefit from insurance coverage and that the legal process proceeds smoothly:
1. Actions to Take at the Time of the IncidentSafety and Location:
In case of any damage, take safety precautions without changing the vehicle's position or intervening in any way.
Notification to Authorities:
Inform the nearest authorized unit (Traffic Police in city centers, Gendarmerie in rural areas) by contacting the 112 Emergency Call Center.
Informing the Operations Center:
In case of an accident, immediately call our operations center and inform our authorities of the situation.
2. List of Required Documents
The following documents are mandatory to open an insurance claim file:
Official Reports:
Technical accident report, accident scene investigation report, and alcohol report.
Information of the Other Party:
The other party(ies) involved in the accident; Photocopies of driver's license, vehicle registration, and traffic insurance policy, along with contact information (address and telephone).
Personal Documents:
Photocopy of the driver's license.
3. Document Submission and Insurance Coverage48-Hour Rule:
All collected documents must be delivered to our company within 48 hours at the latest.
Liability Exemption:
If the above-mentioned documents are submitted to us completely and in accordance with the procedures, all financial liability related to vehicle damage will be fully covered by insurance.
Vehicle Insurance and Coverage
All vehicles within the Devrecar fleet are fully insured and covered by comprehensive insurance in accordance with legal regulations. The policy details, implemented to protect your driving safety and financial rights, are as follows:
1. Legal Insurance Regulations
All our vehicles are protected by "Mandatory Financial Liability Insurance," which is mandatory under the Highway Traffic Law. This insurance covers material and bodily damages that may be caused to third parties in the event of an accident, within legal limits.
2. Comprehensive Insurance and Deductible Conditions
All vehicles belonging to our company are covered by "Rent A Car" comprehensive insurance. According to special protocols with insurance companies:
Age Limit:
For comprehensive insurance coverage to be valid, the driver must be 25 years of age or older.
Deductible:
Our policies are defined with a 5% deductible. (In case of possible damages, the renter is responsible for amounts up to 5% of the vehicle's value, and all costs above that are covered by the comprehensive insurance.)
3. Coverage Under the Policy
Our comprehensive insurance policy protects you from significant financial liabilities by covering the following situations:
Damage Liability Insurance:
Material damages resulting from collisions and impacts.
Theft Protection:
Damages resulting from theft or attempted theft of the vehicle.
Natural Disaster Insurance:
Damages caused by floods, water damage, and other natural disasters.
Fire Protection:
Full protection against unexpected fires.
Third Party Liability Insurance:
Coverage of damages caused to third parties in the event of an accident, within the policy limits.
Critical Reminder for Insurance ValidityAttention: Driving under the influence of alcohol or drugs, exceeding legal speed limits, failure to obtain an official traffic/alcohol report at the time of an accident, or failure to submit documents within 48 hours will invalidate the insurance. All insurance and comprehensive coverage is deemed void. In such cases, all financial responsibility rests with the tenant.
Situations Where Vehicle Damage Insurance Does Not Coverage
In the event of the following situations, vehicle comprehensive and liability insurance coverage becomes completely invalid; the lessee is directly responsible for compensating all material and non-material damages that may occur to the vehicle, the driver, and any third parties:
1. Legal Violations and Driver StatusAlcohol and Substance Use:
All damages resulting from driving under the influence of alcohol, drugs, or volatile substances.
Drug Influence:
Accidents occurring under the influence of legally prescribed medications that affect reaction speed and for which there is a medical warning against driving.
Leaving the Scene of an Accident:
Leaving the scene of an accident without permission or moving the vehicle at the time of the damage.
Traffic Violations:
Damages resulting from serious traffic violations such as running red lights, exceeding speed limits, and driving in the wrong direction.
2. Contract and Usage ViolationsUnauthorized Use:
The vehicle being used by third parties without authorization, other than the drivers whose names are registered in the rental agreement.
Misuse:
Using the vehicle in a manner contrary to its technical specifications (off-road driving, racing, pushing/pulling, etc.) or in a way unsuitable for road conditions.
Overcapacity:
Damage resulting from exceeding the passenger and cargo carrying capacity stated in the vehicle's registration certificate.
Exceeding the Rental Term:
Damage resulting from the vehicle not being returned after the rental agreement has expired without written approval from the company.
3. Document and Procedural DeficienciesReport Provision:
Failure to obtain the mandatory Technical Accident Report and Alcohol Report from the relevant law enforcement agencies (Police/Gendarmerie) in the event of an accident, or failure to deliver them to our company within 48 hours.
Gross Negligence:
Damage arising from use that involves conscious negligence or intent, outside of general traffic rules.
Important Undertaking NoteDeclaration and Acceptance: In the event of any violation of the above-mentioned clauses; The buyer waives all insurance and comprehensive coverage and agrees to fully compensate for all damages (including legal interest and expenses) that may occur to the vehicle and to third parties.
What is Mini Damage Insurance (MDI)? What does it Cover?
All our vehicles within the Devrecar fleet have full comprehensive insurance coverage. However, according to standard comprehensive insurance procedures, it is mandatory to obtain an Accident Report from an official authority (Police or Gendarmerie) or signed by both parties in order for the damage to be covered by insurance. Mini Damage Insurance is an optional coverage system that covers minor damages where obtaining an official report is impossible or cumbersome.
1. Coverage and AdvantagesNo Report Required:
In cases such as parking lot scratches, minor dents caused by stone chips, or minor unilateral damage, an official report or record is not required.
Coverage Limit:
This insurance package directly covers minor damages up to 200 Euros (including VAT).
Processing with Declaration:
For damages within the specified limit, the driver's written statement is considered sufficient for the damage repair process.
2. When and Under What Circumstances Do You Need It?
For unexplained scratches and scuffs in shopping mall or residential complex parking lots.
For minor damage caused by stones hitting the windshield or bodywork while driving.
For minor material damage occurring during maneuvering without being involved in an accident, where it is not possible to file an accident report.
3. Why Should You Choose It?

You don't have to worry about even the smallest scratches when you return your vehicle! With Mini Damage Insurance, we secure minor damages up to 200 Euros with your declaration. Don't forget to add this package to your rental agreement for a stress-free journey.
Full Insurance with No Excess
At Devrecar, we offer insurance options and coverage to minimize financial risks during your rental process, detailed below:
1. Standard Damage Deductible (5% Rule)
In our standard rental agreements, in the event of an accident or damage, the amount up to 5% of the vehicle's current market value is the financial responsibility of the renter or driver. This rate is referred to as the "deductible" in insurance literature.
2. Full Accident Insurance
If you want to fully secure your trip and eliminate your financial responsibility, you can purchase "Full Accident Insurance".
Advantage:
With this additional coverage package, a 5% vehicle damage deductible is covered, and your financial responsibility in case of damage is completely eliminated.
Result:
In the event of an accident, the renter is not obligated to make any payments (provided the terms of the contract are complied with).
3. Situations in Which Insurance is Deemed Invalid
Even if Full Accident Insurance has been purchased, all insurance rights are voided and responsibility passes to the user in the event of the detection of the following serious negligence and violations:
Traffic Violations:
Accidents resulting from exceeding the speed limit and running red lights.
Legal Obstacles:
Driving under the influence of alcohol or drugs/stimulants.
Unauthorized Use:
The vehicle being used by a person or persons whose name is not registered in the rental agreement.
What does Excess mean?
Also known as a deductible, this practice is a discount applied to the price of a comprehensive car insurance policy, resulting from a deductible rate agreed upon by the insurance company and the insured when the policy is issued. Under a comprehensive car insurance policy, the insured assumes responsibility for paying a portion of the damage caused by the accident.
Insurance companies, when making damage payments for comprehensive car insurance policies with a deductible, use the remaining amount after deducting the deductible rate specified in the policy. The determined deductible rate is paid by the insured themselves. The fact that both parties make payments distinguishes this type of comprehensive insurance from standard comprehensive insurance policies. Because in comprehensive insurance policies without a deductible, only the insurance company makes the payment when damage occurs. Therefore, comprehensive insurance policies without a deductible may be more expensive than those with a deductible.
Fixed Amount:
For example, if you have a policy with a 5,000 TL deductible, in a 20,000 TL damage claim, you would pay the first 5,000 TL, and the insurance company would pay the remaining 15,000 TL.
Proportional (%):
This is a liability share equal to a certain percentage (e.g., 2% or 5%) of the vehicle's market value.
